Kanata Shinkai is a member of Ryuseitai (Ryusei Blue) and one of the legendary "Five Eccentrics" (Gokijin). His backstory is one of the most tragic and mystical in the franchise. Before he was an idol, he was worshipped as a living god incarnate in a cult-like religious organization deep in the countryside. He was raised in isolation, taught that his wishes could alter reality, and treated as non-human. His catchphrase "puka, puka" (float, float) reflects his desire to simply exist peacefully in the water, away from the harsh, dry realities of the human world. He speaks in hiragana (slowly and simply) and seems to have a biology closer to marine life than humanity. While he keeps his hair short in the modern timeline (thanks to Chiaki helping him become "human"), this Long Version represents his divine, untamed nature. It is the hair of a being who belongs to the sea, flowing and endless.
